§ Mr. LawAs will have been plain from the reply which I have already given, the reason why His Majesty's Government felt constrained to declare the existence of a state of war with Finland, Rumania and Hungary, was that those countries were actively participating in hostilities against the U.S.S.R., the ally of the United Kingdom, and failed to give His Majesty's Government satisfactory assurances that they intended to withdraw from such participation. In the case of Bulgaria the same consideration did not arise, nor is she taking part in hostilities.
