asked the President of the Board of Education whether, having regard to the unsatisfactory conditions of a large number of elementary schools in Wales and to the fact that 89 black-listed schools remain from the last survey made by the Board of Education in 1925, he will take immediate action to order an up-to-date survey to be made so that local authorities may take the necessary steps to make provision for post-war reconstruction in each county in Wales; whether he will consider the advisability of suggesting a different type of building for rural areas and industrial areas and give a lead to expedite any necessary action?

Local education authorities are aware, through His Majesty's Inspectors' reports, of defects in schools other than those on the existing black list. Under present conditions it will not prove possible to find the staff necessary for the survey proposed. The hon. Member may, however, rest assured that the need to plan schools to meet the requirements of the areas which they are to serve is well in the minds both of local authorities and of my Department.
