§ Lieut.-Colonel Moore-BrabazonThe agreement is now in draft and under consideration by the parties. It will be necessary to take into account recent developments, including the statement made by the Prime Minister on 8th October regarding the Government's plan for dealing with war damage. I regret, therefore, that I am not yet in a position to say when the agreement will be published. I am not aware that there is any ground for misconception as to the arrangements published in outline in Command Paper 6168.
