§ Mr. Wootton-Daviesasked the Minister of Agriculture (1) whether he will consider taking special steps to encourage the growing of oats at heights up to 1,350 feet,
(2) whether to ensure hill-land being brought under the plough, he will consider increasing the ploughing subsidy according to the height of such land above 800 feet and on the basis of a sliding scale which will recoup the cultivator for the extra outlay entailed by the difficulties of cultivation?
Mr. HudsonA system of differential payments could not be confined to hill land. It would be open to so many objections and involve so many administrative difficulties that I am unable to adopt it.
