asked the Minister of Agriculture (1) whether he will consider taking special steps to encourage the growing of oats at heights up to 1,350 feet,

(2) whether to ensure hill-land being brought under the plough, he will consider increasing the ploughing subsidy according to the height of such land above 800 feet and on the basis of a sliding scale which will recoup the cultivator for the extra outlay entailed by the difficulties of cultivation?

A system of differential payments could not be confined to hill land. It would be open to so many objections and involve so many administrative difficulties that I am unable to adopt it.
