§ Captain CrookshankI am sending the hon. and gallant Member a copy of the circular to Departments on winter attendance arrangements. In many Departments arrangements on the lines of one or more of the suggestions contained in the Circular are already in operation, in others they are in process of being introduced. Sleeping facilities already exist, but these are being supplemented. The circular gives to Departments authority to pay a meal allowance in appropriate circumstances.
