DuncanPatents are being granted on applications made by enemies only in cases where the grant is necessary to enable "a licence to work the invention in this country" to be granted, under emergency powers, to suitable persons who are not enemies or enemy subjects. The Letters Patent themselves are retained in the Patent Office, and the rights conferred by the registration are subject to the regulations relating to the property of an enemy.
