§ Mr. Joelasked the Prime Minister whether the Government have accepted the Swedish interpretation of neutrality to the effect that wounded soldiers of a belligerent are entitled to pass through a neutral country to their home country?
§ Mr. ButlerArticle 14 of the Fifth Hague Convention gives the Swedish Government discretion to decide whether they will or will not allow the passage of wounded soldiers through Sweden. In the view of His Majesty's Government, they are bound by that Article to make a full investigation and to form a conclusion according to the merits of every case. His Majesty's Government have no reason to believe that this has not been done.
