Friend has appointed Lord Fleming, a 1421W Judge of the Scottish Court of Session, to be Chairman. He has appointed as members, Sir Cyril Norwood, President of St. John's College, Oxford, and Sir Arthur Pugh, who was a member of the Tribunal as originally constituted.
