§ Mr. ColvilleThe main object of the evacuation scheme is to transfer children from the congested areas where the results of air raids would be most serious to areas where the advantages of dispersal can be obtained. I have carefully considered the representations made to me by the town councils of Peterhead and Fraserburgh in favour of the classification of the burghs as neutral areas, but I regret that in view of the foregoing considerations I do not feel able to make the changes suggested.
