§ Sir J. SimonThe steps taken by the Government in this matter cannot correctly be described as informal arrangements. Sales such as those referred to in the Question are prohibited by the provisions of the Trading with the Enemy Act, and declarations are required by the Stock Exchange and by paying agents of foreign loans in order to prevent any evasion. Those concerned have recently been requested to exercise special vigilance in the matter, and the question will continue to be carefully watched.
