§ Mr. CrossThe temporary suspension of the issue of navicerts covering lubricating oil was due to the comparatively large stocks which have been accumulated by certain neutral countries adjacent to Germany, though I have no evidence that any appreciable quantity of oil has found its way into Germany. The Governments of the countries concerned have prohibited entirely the export of such oils to belligerents.
