§ Captain CrookshankA free issue of tobacco and cigarettes is about to be made to the Forces stationed in the Orkney and Shetland Islands. Free postage facilities are already allowed to the personnel of sea-going ships. These620W arrangements are made owing to special conditions. As regards concessions to the Forces in this country generally, my right hon. Friend feels that in the conditions which obtain to-day, it would be difficult to make a differentiation, having regard to the wide range of other persons now engaged in Defence services, many of whom are not in a dissimilar financial position.
