§ Captain Pluggeasked the Minister of Supply whether his attention has been called to the circularisation of all Members of Parliament of a 60-page brochure by the Association of Makers of Esparto Papers drawing attention to the present paper shortage, and urging that more ships should be made available to convey certain paper-making materials to this country; and what action he proposes to take to prevent waste of this kind, having regard to the fact that limitation has already been applied with regard to the size of newspapers and other publications?

In reply to the second part of the Question, as from the beginning of the present month, no paper-maker is permitted to deliver paper produced by him to any person, or to convert the paper himself, without a licence.
