§ Mr. MacmillanSteps have been taken to obtain substantial quantities of wood pulp from North America, and supplies of home-produced materials are being developed to the fullest possible extent. I regret that a substantial reduction in the production and consumption of paper in this country is unavoidable in present circumstances. So far as shipping and exchange considerations permit, supplies of paper-making materials are being obtained. In addition, the collection of waste paper is being organised, and in some cases the use of other home-produced material is being developed.
