§ Mr. Lipsonasked the Secretary of State for War whether he is aware that the conditions of soldiers' quarters in some parts of the country are unsatisfactory; that the present system of dealing with this problem is extravagant and ineffective; and will he take steps to see that the provision of proper accommodation for soldiers shall be dealt with by those who are qualified and experienced in matters of this kind?
