§ Mr. MabaneAlthough not under a statutory obligation to frame and submit air-raid fire precautions schemes a large majority of rural district councils have in fact done so, and in pursuance of these schemes large and light trailer pumps have been issued and training of the crews has progressively intensified in recent months. In reply to the second part of my hon. Friend's Question, special action has been taken to provide against incendiary action of the character indicated.
