§ Captain CrookshankThe possibility of the employment of teams and the utilisation of the services of outside organisations on a consultant basis is kept constantly in mind, and it has been found possible to utilise these arrangements in certain cases. I am afraid, however, that I see considerable difficulty in their development on a wide scale.
