§ Mr. Wakefieldasked the Home Secretary whether he is aware that the police in Swindon are not carrying out the undertaking, given by him, that prosecutions under the lighting regulations would, as a general rule, be taken only where there had been a flagrant breach of the order, or where the offence had been repeated after a warning given; and what action does he propose to take?

AndersonI have made inquiry, and I am informed that the practice adopted by the police in Swindon in taking proceedings for offences against the Lighting (Restrictions) Order is in accord with the statement which I made in the House on 9th November last. I should, however, like to make it clear that I gave no undertaking that proceedings would be taken only in cases where a warning had previously been given by the police.
