§ Mr. E. BrownI have been in communication with my right hon. Friend, the Secretary of State for the Colonies, and understand that replies are now being received from Colonial Governors to despatches which he addressed to them last August on the subject of the application of these Conventions to the territories under their administration. As soon as all the replies have been received they will be considered with a view to an early decision being reached as to ratification of the draft Conventions.
