ability of the requisite labour and materials, and hopes to place building contracts in 1940 to a value not less than last year, when they amounted to £630,000. Though there have been some delays in proceeding with building work since the outbreak of war, the commission has met with no insurmountable difficulties. It is quite impossible to say whether conditions will remain as favourable throughout the year. Following the commission's regular practice, each coalfield district will continue to be allotted baths in the building programme according to its share of the money available.
