§ Mr. ColvilleI am informed by my right hon. Friend the Minister of Labour that the Umpire, who is the final authority in this matter, has decided that a postponement certificate may be granted to a full-time university student if he has been studying for not less than a year for a critical examination which is due to be held within nine months of the date on which he was registered under the National Service (Armed Forces) Act. A critical examination is one which marks a critical point or determines a definite stage in a student's career.
