§ Miss HorsbrughThe National Health Insurance scheme since its inception has been designed to provide, as one of the benefits to which insured persons are entitled, a cash payment during sickness, at such a flat rate as the compulsory con-220W tributions of workers and employers would support on an actuarial basis. The rates of benefit are therefore linked with the rates of contribution. My right hon. Friend has under consideration the question whether alterations are desirable and practicable.
