HC Deb 27 September 1939 vol 351 cc1349-50W
Brigadier-General Spears

asked the Prime Minister whether he will consider moving to set up a Parliamentary Committee to watch over the interests of the general public and to report on any unnecessary and undesirable officious-ness and restrictions under the various emergency orders and decrees?

The Prime Minister

No, Sir. Without the intervention of a Parliamentary Committee I think we can confidently rely on any unnecessary and undesirable

offciousness and restrictions being brought to notice through one or other of the various channels that are open for that purpose. The decision on any such representations must of course remain a responsibility of the Government.

I would add that, while restrictions which have to be imposed in time of war cause interference in many phases of social life, every effort will be madeto reduce such interference to a minimum and to modify restrictions so soon as experience shows that modification is possible without risk to public safety.
