Subject to the principle that the employment of persons on a whole-time basis should not be allowed to displace volunteers who are able to undertake part-time duty without payment, and within the limits of the establishments laid down, the selection of individual volunteers to be paid for whole-time service is a matter for the local authorities. It is obviously wasteful to substitute untrained new entrants for fully trained volunteers.
