Mr. Amnionasked the Home Secretary whether the powers of emergency air-raid precautions committees which embrace decisions on matters not safeguarded to the borough council, or other local authorities by Statute, include the incurring of any cost, debt or liability exceeding £50 which shall not be incurred, except upon a resolution of the council, based upon an estimate submitted by the Finance Committee as laid down in the London Government Act, 1899?
