§ Captain CrookshankI do not know what particular difficulty my hon. Friend has in mind, but if he will furnish me with details I will have inquiry made. Under existing arrangements cigarettes may be sent free of duty to our Forces abroad subject to certain conditions as to quantity, etc., and in this connection I understand that proposals which have been made by interested traders to facilitate the despatch by post, on drawback of duty, of small quantities are at present under consideration by the Departments concerned.
