asked the Minister of Health whether he is aware that in the case of inclusive rents local authorities are pressing landlords of blocks of buildings, all of whose tenants have vacated their premises without paying rents, for the full payment of the rates due; and whether he will take steps to have this grievance remedied?

Mr. Elliot:

I would refer my hon. Friend to the reply given by my right hon. and learned Friend the Attorney-General to the hon. Member for Don Valley (Mr. T. Williams) on 20th September and to a supplementary question on the particular point to which he refers. I may add that a number of matters affecting the assessment and collection of rates under war-time conditions are under examination by the Associations of Local Authorities, and any representations they submit will be carefully considered with all relevant factors in view.
