§ Mr. Hore-BelishaThe new arrangements do not provide for issue of free birth or marriage certificates to the individuals concerned; their effect is that, where the normal certificates are not available, alternative evidence may be accepted if it is reasonably adequate, and, if no such alternative evidence can be produced, the facts stated by the claimants will be referred to the General Register Office by the Department concerned for verification without charge to the individuals.
