Mr. Boothby

asked the Secretary of State for War whether he is aware that in certain anti-aircraft units in Scotland ex-service men who served in the Territorial Army and have now re-joined, are passed over for promotion, with the result that men who were sergeants during the last war are retained as private soldiers under non-commissioned officers who have had practically no experience; and will he take steps to remedy this state of affairs?

Promotion in such cases is a matter for the decision of the commanding officer, and it would not be desirable to interfere with his discretion.
