asked the Minister of Transport whether in connection with the working out of plans for transport in an emergency any steps and, if so, of what nature, are being taken to establish a reserve of horse-drawn transport to carry out essential work in the event of a shortage of petrol in any part of the country?

The major problem of road transport in time of war which has been engaging the attention of my Department is necessarily that of motor transport, but discussions have also taken place as to the possibility of taking special steps in regard to horse transport.
