§ Sir J. AndersonAs I have stated in reply to previous questions, the primary responsibility for arranging practice black-outs rests with the local authorities concerned. I understand that a practice black-out for Swansea, Neath, Bridgend and the surrounding districts on nth May is under consideration by the local authorities of those districts, but that a final decision has not yet been reached.
