asked the Minister of Labour whether Employment Exchange managers are acting in accordance with instructions from his Department when refusing green cards to unemployed persons to take up employment found through their own efforts merely because the applicants are regarded as not having followed insurable occupations and do not figure in the exchange list of insurable unemployed persons?

The green card to which the hon. Member refers is an introduction to an employer given by the exchange to workpeople who are being submitted for a vacancy. It would be a misuse of this card to give it to anyone else.
