asked the President of the Board of Trade whether he will contemplate bringing in legislation to enforce the use of steel hatches for all vessels navigating in the North Atlantic in the winter months?

As at present advised, I am not satisfied that there is sufficient justification for so enforcing the use of steel hatches.
