asked the Secretary of State for Scotland whether he is aware that the post of publicity officer for the Scottish Office was filled without full opportunity being given to qualified persons to apply; why this post was not publicly advertised; whether more than one person was interviewed; and by what means those interviewed and the selected applicant were chosen?

I understand that the question relates to the appointment of the Press officer for the Scottish Departments in Edinburgh. This appointment was made in August last after candidates obtained as a result of inquiries in various quarters had been interviewed by a Selection Board and after full consideration of the Board's views.
