asked the Prime Minister whether he is aware that all British trade in Chefoo and Wei-hai-wei is at a standstill owing to the Japanese refusal to permit cargoes to be exported unless financed through the Yokohama Specie Bank; and what he proposes to do for the protection of British rights?

Yes, Sir, and my Noble Friend is in communication with His Majesty's Ambassador at Tokyo in regard to the whole question of the trade and exchange control measures introduced at North China ports.
