§ Mr. CrossI have been asked to reply. As my right hon. Friend has explained more than once guarantees under the Export Guarantees Act are given not to foreign Governments but to or for the benefit of United Kingdom exporters. Transactions relating to exports to China are under consideration but I am afraid no particulars can be given.
