BrownThe amount of the Board's allowances depends on a variety of factors, including the status of the applicant, the size and composition of the household, the amount of rent and the extent of the household resources, all of which may vary from place to place. It is not, therefore, possible to specify any particular reason for a higher average payment in one part of the country as compared with another. I should mention that the difference between the English and Scottish average is 8d. and not 1s.
