§ Mr. ButlerThe assurances received were contained in Annex 4 of the agreement of the 16th April, 1938, which recorded the agreement of the two parties that publicity or propaganda designed to injure the interests of the other party would be inconsistent with the good relations which the agreement was intended to establish.
