§ Mr. StanleyNo, Sir. The experience of the last War showed that it was not practicable to deal with this matter by a scheme of Government insurance, and compensation for loss of personal effects of officers and seamen was given on a non-contributory basis. In the event of an emergency, the Government would propose to seek Parliamentary authority to proceed on similar lines.
