§ Mr. ButlerThere have been cases in recent months in which the Japanese authorities at Tsingtao have refused to permit exports, either on the ground mentioned by my hon. Friend or without assigning any reason. His Majesty's Consul-General at Tsingtao has made frequent representations in the matter to his Japanese colleague, who has pleaded military necessity as the justification for the action taken. The matter has also been taken up by His Majesty's Ambassador at Tokyo.
649WThe system of export permits has recently been extended to Weihaiwei and Chefoo, where the situation is being closely watched.
