asked the Chancellor of the Duchy of Lancaster whether he is aware that some rural district food control committees have refused to permit the normal exchange of produce arranged by women's institutes; if he will encourage the women's institutes both to produce and to exchange produce; and whether he will have a communication sent to all such committees urging that they should collaborate with the women's institutes and, wherever necessary, grant licences for limited trading between members of the institutes?

I am aware that some difficulties of the kind referred to have occurred. To remove them and to encourage production, instructions have been issued to Food Control Committees which should ensure the granting of licences to Women's Institutes, including those recently established, to enable them to sell by retail their garden and farm produce.
