asked the Minister of Shipping (r) whether he is aware that, in consequence of certain ships with part cargoes being ordered from one port to another to discharge, in spite of appeals of owners to complete discharge at the first port, losses of such vessels have taken place recently; and whether he can assure the House that this dangerous practice will be abandoned;

(2) whether he has given consideration to the desirability, where practicable, of ordering vessels with cargoes for delivery to the United Kingdom to enter the first British port she may reach for such discharge?

It is not practicable in all cases to discharge the whole of a cargo at one port as the nature of the cargo, the facilities at the port and the requirements of the various areas at times necessitate some risks being run, but I can assure the hon. Member that the considerations which he has in mind are not being overlooked. If he would care to give me details of the particular cases referred to, I will be pleased to look into them.
