§ Mr. ChurchillThe protection of our convoy system is available on certain conditions to neutrals, and I believe that their losses would be reduced if they accepted this protection more often. The Admiralty have taken, and will continue to take, all possible steps to encourage neutral shipping engaged in trade with, or for, the Allies to participate in British convoys.
