asked the Secretary of State for War (r) why officers have been forbidden to wear blue serge with the exception of officers in the Brigade of Guards; why the latter have been specially exempted; and what objection there is to officers who were in possession of blue serge prior to mobilisation wearing it in the evening should they so desire, provided officers not possessing it are not pressed or expected to buy it;

(2) whether he is aware that all warrant officers, non-commissioned officers and men of the Regular and Territorial Armies have, during the last three years, been encouraged to buy blue walking-out dress; and whether they may either continue wearing this dress when not on duty or be given compensation for the money they have been officially encouraged to spend on it?
