§ Mr. ElliotBilleting of civil servants in private boarding houses at the usual rate of 21s. a week has been done only with the consent of the proprietors. I am unable to say how many billets have been so allocated. Pending the actual billeting of civil servants, the proprietors are at liberty to let their accommodation in the usual way, and no question of compensation, therefore, arises.
