Lady's question on the 23rd November I thought it right to give some indication of the general lines on which I propose to exercise my discretion in dealing with applications made under this Section. In order to avoid misunderstandings I made682W it clear that certain classes of applicants might expect favourable consideration; but I do not seek to limit in any way the right of other persons to apply, and their applications would of course be considered on their merits.
