Mr. M. MacDonaldAs regards municipalities, I would refer the hon. Member to my reply to a question by the hon. Member for Fife, West (Mr. Gallacher) on 29th June last, of which I am sending him a copy. Village authorities have, so far as I am aware, always been appointed and not elected.
