asked the Secretary for Mines whether there is in his Department any accepted definition of the term coal royalty, or whether there is a practical definition for working purposes?

The expression "coal royalty" is not employed in the Mines Acts and no legal definition is therefore available. For the purposes of the statistical tables published by the Mines Department, royalties are taken to mean any payment for the right to work coal, including wayleaves.
