asked the Home Secretary whether he proposes to issue regulations enabling local authorities to impose penalties for the disfigurement of public beauty spots by propagandist slogans?

The placarding or marking of trees, walls, etc., in or abutting on public places without the consent of the owner or occupier can be prohibited by good rule by-laws made under Section 249 of the Local Government Act, 1933. Such by-laws are widely in force. The initiative as regards making them rests with the county or borough council.
