Herbertasked the Chancellor of the Exchequer whether, observing the present heavy burden of taxation on the industry and earnings of the people, and the special sales tax upon musical and dramatic art, he will consider the imposition of a tax upon betting; and whether, in order to make such taxation effective, equitable and easy, he will recommend to His Majesty's Government a reform of the betting laws on the lines of the Royal Commission on Lotteries and Betting, and the Betting and Bookmakers Bill, 1938?
